ssize_t recv_all(int fd, void* buf, size_t n, int flags);

Receives `n` bytes from socket handle `fd` and places the result into `buf`.  Does not return until all `n` bytes
have been received, or there is an error.  Returns the number of bytes received, or the negation of the error
code on error.
