int create_udp4_connection(uint32_t ip, uint16_t port);

Creates a new UDP connection on port `port` to IPv4 address `ip`.  The `IPV4_ADDR` macro can be used to construct
an IP address from four octets easily.  Returns an open socket handle, or the negation of the error code on error.
