&#170;  While the Americans were trying to agree on new TV-XviD rules we took      &#170;��
&#170;  their draft in our own hands and here we present the Swedish TV-XviD       &#170;��
&#170;  rules. They are specially adapted for Swedish television airtimes and      &#170;��
&#170;  formats. Big thanks goes out to the writers of the US draft for all the    &#170;��
&#170;  time and effort they put into it.                                          &#170;��
&#170;                                                                             &#170;��

&#170;                                                                             &#170;��
&#170;  Release sizing:                                                            &#170;��
&#170;  - Shows 18:00-23:59 shall be 175MB                                         &#170;��
&#170;  - Shows 24:00-34:59 shall be 233MB                                         &#170;��
&#170;  - Shows 35:00-51:59 shall be 350MB                                         &#170;��
&#170;  - Shows 52:00-64:59 shall be 525MB*                                        &#170;��
&#170;  - Shows 65:00-95:00 Shall be 700MB                                         &#170;��
&#170;    *NOTE: Shows 52:00-64:59 may be sized at either 525 or 700MB at the      &#170;��
&#170;    capper&#39;s discretion based on show framerate and content.                 &#170;��
&#170;                                                                             &#170;��
&#170;  - Shows of any other length should be sized at ripper&#39;s discretion         &#170;��
&#170;                                                                             &#170;��
&#170;  - Best effort should be made to release all episodes of a given series     &#170;��
&#170;    at the same size. If one episode runs slightly over or under the size    &#170;��
&#170;    lines, it should still be done at the same size as other episodes in     &#170;��
&#170;    order to maintain consistency.                                           &#170;��
&#170;                                                                             &#170;��
&#170;  - 2CD releases may be optionally split into separate discs, but this is    &#170;��
&#170;    not required. 3CD or more releases must be split to prevent issues with  &#170;��
&#170;    >2GB files. If releases are split into multiple discs, they must be      &#170;��
&#170;    placed in directories named CD1, CD2, CD3, etc. (No Disc1, cd1, or other &#170;��
&#170;    naming styles).                                                          &#170;��
&#170;                                                                             &#170;��
&#170;  - Episodes that air back-to-back without a natural break such as full      &#170;��
&#170;    credits or commercials in between must be encoded as a single release.   &#170;��
&#170;    Directory naming for this will be in the following format:               &#170;��
&#170;    TV.Show.S03E04-E05.SWEDiSH.HDTV.XviD-Group.                              &#170;��
&#170;                                                                             &#170;��
&#170;  - Releases must be within the range of 5.0MB under to 3.0 MB over the      &#170;��
&#170;    target size.                                                             &#170;��
&#170;                                                                             &#170;��
&#170;                                                                             &#170;��
&#170;                                                                             &#170;��
&#170;                                                                             &#170;��
&#170;  Previously on/Credits:                                                     &#170;��
&#170;  - It is suggested that any &#34;previously on&#34; footage be included in the      &#170;��
&#170;    release, but it is not required. No release may be propered for glitches &#170;��
&#170;    in or missing portions of &#34;previously on&#34; footage.                       &#170;��
&#170;                                                                             &#170;��
&#170;  - Credits that are overlayed on actual show content are required to be     &#170;��
&#170;    included.                                                                &#170;��
&#170;                                                                             &#170;��
&#170;  - Credits that are run cleanly, i.e. with no modifications such as         &#170;��
&#170;    promos for upcoming shows, are encouraged but not required.              &#170;��
&#170;                                                                             &#170;��
&#170;  - Credits run with promos for other shows are not recommended, but may     &#170;��
&#170;    optionally be included.                                                  &#170;��
&#170;                                                                             &#170;��
&#170;                                                                             &#170;��
&#170;                                                                             &#170;��
&#170;                                                                             &#170;��
&#170;  Video:                                                                     &#170;��
&#170;  - 2-pass variable bitrate XviD must be used.                               &#170;��
&#170;                                                                             &#170;��
&#170;  - The second pass must be done as spanning the entire episode with         &#170;��
&#170;    bitrate distribution based on need determined from a stats file          &#170;��
&#170;    referencing the entire episode; segmenting with arbitrary bitrates is    &#170;��
&#170;    banned.                                                                  &#170;��
&#170;                                                                             &#170;��
&#170;  - Quantization type must be either MPEG or H.263. Custom quantization      &#170;��
&#170;    matrices are not allowed.                                                &#170;��
&#170;                                                                             &#170;��
&#170;  - QPel and GMC are not allowed.                                            &#170;��
&#170;                                                                             &#170;��
&#170;  - B Frames:                                                                &#170;��
&#170;    - The use of B frames is required.                                       &#170;��
&#170;    - A maximum of 2 consecutive B frames may be used.                       &#170;��
&#170;    - This document gives no preference to packed vs. unpacked bitstreams    &#170;��
&#170;      as there are benefits to each format, and it is trivial to convert     &#170;��
&#170;      between them using MPEG4 Modifier.                                     &#170;��
&#170;                                                                             &#170;��
&#170;  - Framerate must be 25.000 fps.                                            &#170;��
&#170;                                                                             &#170;��
&#170;  - Valid resolutions are:                                                   &#170;��
&#170;      Width: 512 - 640 pixels for WS material.                               &#170;��
&#170;             512 - 576 pixels for FS material.                               &#170;��
&#170;      Height and Width: Must be a multiple of 16.                            &#170;��
&#170;                                                                             &#170;��
&#170;  - Must be within 5% of the original aspect ratio.                          &#170;��
&#170;                                                                             &#170;��
&#170;  - Releases shall be cropped so that all black/noise on the edges is        &#170;��
&#170;    removed. In the case of changing crops, cropping should be done so that  &#170;��
&#170;    no part of the release is overcropped. Portions of a channel logo        &#170;��
&#170;    extending into black areas must be cropped.                              &#170;��
&#170;                                                                             &#170;��
&#170;  - Video defacement such as intros, outros, and group watermarks is         &#170;��
&#170;    forbidden.                                                               &#170;��
&#170;                                                                             &#170;��
&#170;                                                                             &#170;��
&#170;                                                                             &#170;��
&#170;  Audio:                                                                     &#170;��
&#170;  - Allowed audio formats are VBR MP3 and original AC3. ABR is considered a  &#170;��
&#170;    VBR technique.                                                           &#170;��
&#170;                                                                             &#170;��
&#170;  - Average bitrate on MP3 audio may not exceed 192kbps.                     &#170;��
&#170;                                                                             &#170;��
&#170;  - MP3 audio must be normalized.                                            &#170;��
&#170;                                                                             &#170;��
&#170;  - Audio frequency must be maintained at 48kHz.                             &#170;��
&#170;                                                                             &#170;��
&#170;  - Original AC3 audio may be used at the discretion of the capper.          &#170;��
&#170;    However, transcoding to AC3 is forbidden.                                &#170;��
&#170;                                                                             &#170;��
&#170;                                                                             &#170;��
&#170;                                                                             &#170;��
&#170;                                                                             &#170;��
&#170;  Release Naming/Packaging:                                                  &#170;��
&#170;  - Directory Naming:                                                        &#170;��
&#170;    - Numbering for episodic programming shall be in the format S00E00 or    &#170;��
&#170;      or S00E000 for series with more than 99 episodes per season.           &#170;��
&#170;    - Number for date-based programming including sports and variety shows   &#170;��
&#170;      shall be in the format YYYY.MM.DD                                      &#170;��
&#170;    - Other numbering formats such as S00.E00, DD.MM.YY, and MM.DD.YY are    &#170;��
&#170;      not permitted.                                                         &#170;��
&#170;    - For variety shows, it is strongly recommended that the primary         &#170;��
&#170;      guest&#39;s name be included in the directory name.                        &#170;��
&#170;    - Releases are to be named in the format                                 &#170;��
&#170;      Show.Name.S00E00.SWEDiSH.HDTV.XviD-Group                               &#170;��
&#170;      Show.Name.2007.11.06.Guest.SWEDiSH.HDTV.XviD-Group                     &#170;��
&#170;      Show.Name.2007.E00.SWEDiSH.HDTV.XviD-Group                             &#170;��
&#170;                                                                             &#170;��
&#170;  - Additional Tagging:                                                      &#170;��
&#170;    - PROPER, REPACK, RERIP, REAL, UNCUT, SUBBED, iNTERNAL, DIRFIX,          &#170;��
&#170;      SAMPLEFIX, NFOFIX, or Read.NFO are allowed (discretion is recommended) &#170;��
&#170;    - All releases tagged PROPER, REPACK, RERIP, REAL, and Read.NFO must     &#170;��
&#170;      include notes in the NFO as to why the release was tagged that way.    &#170;��
&#170;      PROPER.Read.NFO is therefore redundant and should not be used.         &#170;��
&#170;    - Additional tagging should be placed directly before the language, i.e. &#170;��
&#170;      Show.Name.S00E00.PROPER.SWEDiSH.HDTV.XviD-Group                        &#170;��
&#170;                                                                             &#170;��
&#170;  - Source Naming:                                                           &#170;��
&#170;    - Valid source names are DSR, PDTV and HDTV                              &#170;��
&#170;    - Source Definitons:                                                     &#170;��
&#170;      - 480i/576i/576p shall be tagged DSR when horizontal resolution is     &#170;��
&#170;        less than 704px                                                      &#170;��
&#170;      - 480i/576i/576p shall be tagged PDTV when horizontal resolution is    &#170;��
&#170;        greater than or equal to 704px.                                      &#170;��
&#170;      - 720p/1080i/1080p shall be tagged HDTV.                               &#170;��
&#170;        - 4:3 content broadcast at HDTV resolutions shall be tagged PDTV     &#170;��
&#170;    - All sources listed must be 100% digital. S-Video, composite, or RF     &#170;��
&#170;      from a digital receiver to a tuner card is analog. Valid DSR, PDTV,    &#170;��
&#170;      and HDTV sources will be received via a digital connection such as     &#170;��
&#170;      USB, Firewire, or Ethernet from a receiver, or using an ATSC, QAM, or  &#170;��
&#170;      DVB tuner.                                                             &#170;��
&#170;                                                                             &#170;��
&#170;  - AVI:                                                                     &#170;��
&#170;    - Container must be AVI.                                                 &#170;��
&#170;    - The AVI itself should be named like the release and include some       &#170;��
&#170;      format of episode number (show initials are fine, as is shortening the &#170;��
&#170;      episode number).                                                       &#170;��
&#170;                                                                             &#170;��
&#170;  - RAR/SFV:                                                                 &#170;��
&#170;    - Releases shall be packed into 15,000,000 or 20,000,000 byte rars       &#170;��
&#170;      using store compression.                                               &#170;��
&#170;    - An SFV must be created for all RAR files in the release.               &#170;��
&#170;                                                                             &#170;��
&#170;  - Sample:                                                                  &#170;��
&#170;    - All releases must include a sample of length :50-1:10, cut directly    &#170;��
&#170;      from the release.                                                      &#170;��
&#170;    - The sample must be placed in a directory named Sample (SAMPLE and      &#170;��
&#170;      sample are not permitted).                                             &#170;��
&#170;    - The file itself should be named uniquely, preferably containing the    &#170;��
&#170;      name of the release as well as the word sample.                        &#170;��
&#170;                                                                             &#170;��
&#170;  - NFO:                                                                     &#170;��
&#170;    - An NFO must be included in the release and, at a minimum, must         &#170;��
&#170;      contain release name, episode number (or title), and date of           &#170;��
&#170;      airing/release.                                                        &#170;��
&#170;    - The NFO must be named uniquely based on the name of the release.       &#170;��
&#170;                                                                             &#170;��
&#170;  - Allowed Characters:                                                      &#170;��

&#170;      letters. The name of AVI inside the RARs is permitted to contain       &#170;��
&#170;      capital letters.                                                       &#170;��
&#170;    - Double dots (..) are not allowed.                                      &#170;��
&#170;                                                                             &#170;��
&#170;                                                                             &#170;��
&#170;                                                                             &#170;��
&#170;                                                                             &#170;��
&#170;  Propers:                                                                   &#170;��
&#170;  - Propers are only permitted in the case of technical flaws with the       &#170;��
&#170;    original release or violations of applicable rules.                      &#170;��
&#170;                                                                             &#170;��
&#170;  - All propers must include a note in the NFO detailing the flaw in the     &#170;��
&#170;    original release, including timecodes if relevant.                       &#170;��
&#170;                                                                             &#170;��
&#170;  - Including a sample of the flaw is suggested but not required.            &#170;��
&#170;                                                                             &#170;��
&#170;  - Propers are expressly permitted in cases of any of the following flaws   &#170;��
&#170;    in a release:                                                            &#170;��
&#170;    - Audio 150ms or more out of sync                                        &#170;��
&#170;    - Severe audio drops resulting in the inability to understand material   &#170;��
&#170;      dialogue                                                               &#170;��
&#170;    - Improper audio normalization, including audio with levels that vary    &#170;��
&#170;      widely between parts, very quiet audio, or audio with excessive        &#170;��
&#170;      clipping                                                               &#170;��
&#170;    - Bad cropping resulting in a line of black pixels or noise along an     &#170;��
&#170;      edge for the entire episode                                            &#170;��
&#170;    - Releases missing a significant portion of video, either in duration    &#170;��
&#170;      or content                                                             &#170;��
&#170;      - Loss of 2 seconds of fade in after a break, with no lost dialogue,   &#170;��
&#170;        is considered bad form, but is not a valid proper reason             &#170;��
&#170;    - Change in video format (i.e. PDTV on an HDTV release) exceeding five   &#170;��
&#170;      seconds or causing loss of dialogue.                                   &#170;��
&#170;    - Local overlays such as weather, breaking news, or Amber Alerts that    &#170;��
&#170;      exceed five minutes in length, cause a change in video format (i.e.    &#170;��
&#170;      drop to PDTV on an HDTV release), or cause loss of dialogue or video   &#170;��
&#170;      - The proper release must be completely free of overlays to be         &#170;��
&#170;        considered valid; merely having less spam is not enough              &#170;��
&#170;    - Inclusion of 2 or more seconds of commercials over an entire release   &#170;��
&#170;    - Releases with sizing outside the allowed range. 3.01MB oversize is a   &#170;��
&#170;      valid proper reason.                                                   &#170;��
&#170;    - The enumeration in this document, of certain proper reasons, shall not &#170;��
&#170;      be construed to deny or disparage others that may be valid             &#170;��
